Tey Swartz, Founder of Human Counsel, Fractional People Leader and HR Strategist for early-stage startups

Most people see an HR problem. I see the strategy behind it.

I'm Tey, a people strategist who has spent 15 years inside some of the most fast-moving, resource-constrained tech startups you can imagine. The kind where the org chart changes faster than the product roadmap, where culture is either your greatest asset or your biggest liability, and where the difference between scaling and spiraling often comes down to one or two critical people decisions made at exactly the right moment.

I didn't just do HR. I operated at the intersection of people, business, and strategy, advising CEOs through organizational pivots, building compensation infrastructure from scratch, navigating international employment law with no legal team, and coaching leaders through the kind of conversations that don't have easy answers. I've seen what happens when companies get the people side right. I've seen what happens when they don't. That contrast is what drives everything I build at Human Counsel.

underneath everything, people problems are always business problems

I made a deliberate choice to build something on my own terms: a practice designed around depth over volume, strategy over checkbox HR, and real partnership over vendor relationships. I work with a small number of founders at a time because that's how I do my best work. And my best work is the only kind I'm interested in.

Human Counsel isn't a staffing solution. It's not a compliance hotline. It's what happens when a founder finally has a strategic partner in their corner who understands that people problems are always, underneath everything, business problems. If you're building something that matters and you're ready to get the people side right, I'd love to be in that room with you.
